  • ST: use strengths to reduce or manage threats.
  • WO: improve weaknesses so opportunities can be captured.
  • WT: reduce weaknesses that increase threat exposure.
  • Custom: action that does not fit a classic TOWS group.

A strategy should include:

  • action verb
  • target
  • mechanism
  • expected outcome
  • linked SWOT items with roles and weights
  • owner or owner suggestion
  • partners or stakeholders when relevant
  • timeline or horizon
  • metric with baseline or target when possible
  • feasibility, implementation risk, expected value, evidence strength, and priority score
  • first next step

Linking rule

A strategy can link to multiple SWOT items. Do not force every strategy into a one-to-one pairing. Real strategies often depend on several strengths, address more than one weakness, and mitigate several threats at the same time.
