Portfolio & Resource Allocation Workbench

Select a feasible mix of initiatives across budgets, people, equipment, facilities, and planning periods; compare portfolio value, bottlenecks, interactions, and trade-offs without confusing a modeled result with an authorized decision.

Portfolio & Resource Allocation

Use this workbench when the decision is which combination of initiatives should share limited resources across one or more planning periods. It makes portfolio boundaries, objectives, capacity, demand, commitments, category rules, interactions, evidence, scenarios, and solver quality inspectable in one model.

The result is conditional on the recorded inputs. A feasible modeled portfolio is not an execution schedule, budget authorization, procurement approval, engineering sign-off, investment recommendation, or prediction of delivered benefits. ā€œOptimalā€ means only that the bounded exact search completed and found the highest modeled score under the encoded objective and constraints. A heuristic result is a feasible incumbent, not proof of global optimality or infeasibility.

Evidence-to-portfolio review cycle

Allocation is a repeatable governance cycle. Changed evidence, capacity, or commitments require a new calculation and review.

What belongs in the model

  • one accountable portfolio question, scope, horizon, value unit, stakeholders, assumptions, and hard constraints;
  • explicit objectives and weights, ordered periods, resource types and units, and capacity by period;
  • candidate initiatives with comparable benefits, costs, scores, risk, confidence, resource demand, and field-level provenance;
  • mandatory commitments, category bounds, dependencies, exclusions, and modeled synergies;
  • manual and optimization scenarios that preserve protected choices;
  • validation findings, exact-versus-heuristic solver status, utilization, bottlenecks, comparisons, and sensitivity generated by the platform engine;
  • a separate human review and recommendation tied to the exact model version.

Method boundary

This is a project and initiative portfolio method, not financial-asset portfolio optimization. Use a Prioritization Matrix to rank individual alternatives when no shared capacity constraint matters; Project Viability for the cash sustainability of one project; Scenario Planning for broad external futures; or a Decision Tree for sequential actions whose later choices depend on observed uncertainty.
