Assess component judgments separately and record their rationale:
- Influence or formal power: ability to authorize, block, fund, regulate or shape implementation.
- Affectedness: scale, intensity, duration and reversibility of likely effects.
- Interest or attention: current expressed attentionānot importance.
- Stance: current, conditional and changeable; distinguish direct statement from inference.
- Knowledge, vulnerability and access: treat these as facilitation prompts recorded through roles, needs, concerns, accessibility requirements and linked safeguardsānot as hidden scores.
- Claim basis: record why the actor is in scope; never convert a claimed role, impact or mandate into objective legitimacy.
A high-power/low-affected actor may require accountability. A low-power/highly affected actor may require priority access, protection and direct voice. Do not use one combined score to erase these differences.
Record disagreement and confidence. A spread may indicate different time horizons, information, definitions or experiencesānot an error to average away.
