Participation continuum with accountability

Choose the lightest honest level that matches the decision rights, then close the feedback loop.

For each priority actor, define objective, current and planned participation level, actual decision rights, topics, start and end dates, mode and channels, owner, status, accessibility and language support, compensation or burden, privacy safeguards, participation promise and feedback commitment. When marked complete, record the outcome and when feedback was provided.

Do not promise collaboration when the decision is already fixed. State what is open, constrained and non-negotiable. Participation level may differ by topic and stage.

Inclusion and safety checks

  • language, interpretation, literacy and disability access;
  • time, location, connectivity, transport, care and compensation barriers;
  • privacy, anonymity, data minimization and retention;
  • power imbalance, retaliation, coercion, tokenism and participation fatigue;
  • culturally appropriate facilitation and trusted intermediaries;
  • safe routes for disagreement, withdrawal and complaint;
  • how results will be returned and how participants can correct the record.
